Alongside college enrollment, a substantial number of 129 students also joined job training programs, with 47 graduates already having secured employment.

Furthermore, a total of 247 students obtained flagger certification, which prepares them for roles in traffic control and road safety, essential skills in today’s workforce.

Over the past nine years, the DJJ has seen a total of 1,150 students graduate, reflecting an ongoing commitment to their educational programs. However, to enhance its facilities and address staffing disparities, the agency has requested $200 million in funding. A recent report outlined significant operational challenges within the DJJ, prompting Director Eden Hendrick to stress the necessity for improvements in order to better serve youth and improve overall outcomes. This funding request seeks to address key areas such as employee retention and recruitment, with an additional $2.4 million allocated specifically for staff support.

To tackle overcrowding and subpar conditions at the Shivers Road facility, which often houses more than its capacity of 72 juveniles—currently accommodating 115—plans for a new juvenile detention facility are under consideration. Additionally, the DJJ has requested $1.5 million to maintain essential nursing staff and $1 million to boost starting salaries for community services personnel, aiming to alleviate existing pay disparities among employees across various facilities.

The DJJ has implemented only a quarter of the recommendations from a previous audit, revealing mixed progress in areas such as safety, medical care, and educational services. To improve conditions and services, it is imperative for the agency to address workforce shortages and the specialized needs of youths entering the juvenile justice system.
