Who Was Judge Harold R. Boulware, Sr.?

For those who may not know, Judge Harold R. Boulware, Sr. was born in our very own Irmo, South Carolina. His journey took him from the local Harbison Agricultural Institute to Johnson C. Smith University, and eventually to Howard University School of Law. While at Howard, he rubbed shoulders with some of the biggest names in civil rights history, including Thurgood Marshall and Charles Hamilton Houston.

In 1941, he became the Chief Attorney for the South Carolina NAACP. His big claim to fame? He played an essential role in the pivotal school desegregation lawsuit, Briggs v. Elliott. He worked alongside Thurgood Marshall and Robert Carter on this historic case, which eventually became part of the landmark decision Brown v. Board of Education. This case was a monumental step towards achieving equality in education across America!

His Legacy

Beyond his legal prowess, Judge Boulware was a respected leader in the community. In 1969, he made history as the first African American Associate Judge for the Columbia Municipal Court, and he later served in the Richland County Judicial System.
