Irmo, South Carolina – In a move to enhance neighborhood aesthetics and safety, the Irmo Town Council has approved a new ordinance that updates off-street parking regulations in residential neighborhoods. This ordinance specifically targets the parking of recreational vehicles (RVs), boats, and heavy-duty commercial vehicles, impacting where residents can store their vehicles.

Effective immediately, the new rules prohibit the parking of heavy-duty commercial vehicles—including semi-trucks, box trucks, and oversized tow trucks—in front yards or any visible areas in front of homes. According to the town’s Deputy Administrator, such vehicles should be parked in backyards or under structures to maintain the visual appeal of the community.

While recreational vehicles, boats, and personal trailers can currently be parked in driveways, this will only be allowed until July 1, 2026. After this date, these vehicles must be parked in backyards, behind structures, or in off-site rented storage facilities, effectively banning parking on grass or front lawns.

The purpose of these regulations is to foster safe and manageable neighborhoods, especially on the narrow streets common throughout Irmo. Residents who own large vehicles are being urged to explore alternative parking options located outside of residential areas, such as in commercial districts or county parking locations.

Since the enforcement of the new parking ordinance commenced on August 1, 2018, the town has prioritized education over fines, aiming to inform residents about the new regulations. So far, the town has issued a total of 101 warnings and recorded only two tickets for violations.

Another challenge emerging from this ordinance is the concern surrounding visitor parking. Residents have noted the absence of a formal identification system to differentiate between vehicles belonging to residents and those of guests, which could lead to confusion and potential conflicts regarding parking availability.

To enhance the ordinance’s appeal to homeowners and businesses, Mayor Hardy King has indicated that the new regulations are designed to make Irmo more attractive. However, some residents have raised objections regarding the inconsistent application of exemptions for individuals with disabilities. The current regulations do not offer an efficient method for obtaining handicap exemptions; instead, requests must go through a formal variance process with the town.

Ordinance 17-26 explicitly dictates that residential parking areas must comply with approved material and location requirements. Various substrates and clear boundaries for designated parking areas have been established, with a preference given to original driveways and side yards for parking locations. In cases where these options are unavailable, a specific order is outlined for where vehicles may be parked.

Violators of the parking regulations have the right to appeal tickets to a municipal judge and could face fines of up to $1,087 for non-compliance. The next town council meeting is set for September 18, 2018, which will address potential amendments to the parking laws based on community feedback and ongoing discussions.
